Judicial Panel - Notice of a Referral (D. Brock) and an Appeal (A. Haynes) to be heard by the Disciplinary Panel on Thursday 22 July 2021

9.30 am - Danny Brock

Danny Brock, the rider of the winner SOLOMONS JUDGEMENT (IRE), in the Ministry of Sound Classical 21st August Handicap Stakes at Chelmsford City on 4 July 2021, used his whip above the permitted level inside the final 1½ furlongs.

As the offence warranted a suspension of between 2 and 6 days and taking into account that this was the rider’s fifth such suspension within the previous 6 months, Brock was referred to the Head Office of the British Horseracing Authority.

10.30am - Alice Haynes

An appeal against the decision of the stewards at Nottingham on 24 June 2021 to reverse the placings in the Racing TV Profits Returned To Racing Handicap Stakes. An enquiry was held to consider the placings in this race after interference inside the final furlong involving the winner, MUHALHEL (IRE), ridden by Kieran O’Neill and DICKENS (IRE), placed second, ridden by David Probert. The Stewards considered that the interference had improved MUHALHEL (IRE)’s placing as DICKENS (IRE) had been moved off its line of running and had been unbalanced in the process when bumped twice by MUHALHEL (IRE) which caused the horse to lose momentum and it cost it more than the nose by which it was beaten. The placings were revised as follows: First, DICKENS (IRE); Second, MUHALHEL (IRE). Kieran O’Neill was suspended for 2 days for careless riding, but this was not appealed.
